I wondered how is it that the houses in London are so classy, so Victorian. But certainly not all people have the best of taste? Apparently there is Town and Country Planning Act 1990 that gives local planning authorities powers to require owners/occupiers to remedy the condition of the property should it serve them ill, even if it's only a matter of the paint color of a door.
