I walked down to the water, found and interesting foreground and framed up a shot. While driving down these roads, lookout for spots to park as you will want to get out and time your shots perfectly. If I had one advice to give it would be to be patient. There are loads of cars and motorcycles going up and down but wait it out and you will be able to get the shot you want.
